Reports the furthest progress across all attempts of one Step method call.

Read it from recoveryError.attemptProgress in a recovery Step to decide whether the failed handler may have caused external effects. Treat UNSPECIFIED, an omitted value, and any value this SDK does not know like NOT_COMPLETED.
