Returns a copy selecting same-source executions of the supplied Step types.

A sibling has the same Context.fromStepExecutionId as the execution returning the decision. Snapshot and no-op behavior match withCancelingSteps.
Parameters

- ...steps: readonly StepTarget<any>[]
  Registered instances, StepRef values, or unambiguous Step classes.
Returns StepDecision
A new decision containing the combined sibling selectors.
